KP astrology answers a yes-or-no question by examining one planet: the sub-lord of the cusp of the house that rules your question. You pick a number from 1 to 249, the moment fixes a chart, and if that sub-lord signifies the favourable houses for your matter, the answer is yes; if it signifies only the denial houses, no.

What does an honest "no" look like?

Same question, same morning, same city — but the number 143. Now the ascendant lands at 26°33′ Libra, the 10th cusp falls in Cancer, and its sub-lord is Saturn. Saturn signifies house 11 (favourable) — but also houses 5 and 9, both denial houses. Mixed testimony goes one level up: Saturn's star lord, Mercury, leans toward the denial side. Verdict: NO.

Which houses decide other questions?

Each matter has its own sets — marriage judges the 7th cusp (2, 7, 11 favourable), money the 2nd (2, 6, 11), education the 4th (4, 9, 11). The tool picks the right house-set when you choose your question's life area.

What if the sub-lord signifies both good and bad houses?

That is the most common real case. KP resolves it through the sub-lord's own star lord — whichever side that planet supports usually carries the verdict, sometimes as a "yes, but delayed / conditional".

Is the verdict different if two people ask at the same time?

Yes — because each brings a different number, and the number moves the ascendant and every cusp with it. The moment alone is not the chart; the number makes it yours.
